Templates don't appear using TLJH 0.1 about jupyterlab_templates

@mskblackbelt, @fcarpentey75012 the extension has to be enabled in the user environment. For TLJH, you could create the file /opt/tljh/user/etc/jupyter/jupyter_notebook_config.d/jupyterlab_templates.json with contents:

    "nbserver_extensions": {
      "jupyterlab_templates.extension": true
    }
  }
}

Be sure to restart any instances of JupyterLab for it to take effect. (You need to restart JupyterLab instances, not JupyterHub.)

Closing as this doesn't seem to be specific to this extension, but rather any server extension.
