Except for possibly removing some constants, I don't think we should do the other things listed in that issue, at least as written. If you want to attempt them, please first write up an issue describing what and why so that we can align on what's possible and good first.

@anorth I think I am going to spend some time working on the Actors onboarding issues you have put together for me. A solid contextual understanding of Actors will then allow me to make changes such as these with more confidence.
