Yes, you can do it with the following steps:

1. Browse a image from local computer.
2. Get the image src with FileReader if the browser support it (If not, upload first and then return the url).
3. Create a <img> element and then append it to the modal content.
4. Show the modal.
5. Initialize the Cropper (Be sure to do this when the modal was complete shown).

For example, with the Bootstrap Modal:

$("#myModal").on("shown.bs.modal", function () {
    $myImage.cropper(options);

small image dimension gets resolved .but in safari 5.1 i am getting error while submit though crop on image working properly.

It's my fault. I just revise this problem on Safari 5.1.
