NetworkInformation 檢查網路狀態在 PPPOE 有問題

在 PPPOE 連綫下，利用 https://docs.microsoft.com/en-us/uwp/api/windows.networking.connectivity.networkinformation.getinternetconnectionprofile 拿到 null。
但用戶其實是可以上網的。

建議改用： https://stackoverflow.com/questions/35901526/how-to-check-internet-connectivity-type-in-universal-windows-platform 裏面介紹的 NetworkInterface 來檢查： https://docs.microsoft.com/en-us/dotnet/api/system.net.networkinformation.networkinterface.getisnetworkavailable?view=dotnet-uwp-10.0#System_Net_NetworkInformation_NetworkInterface_GetIsNetworkAvailable
