Something may be up with your environment variable, DEVELOPER_PORTAL_TEAM_ID .

Is this set to the correct value? You can obtain this by logging into https://developer.apple.com/account

The Team ID is available on the main page and you can set it in your Appfile or if you want you could try setting an environment variable in the environment . At work we set the env var, FASTLANE_TEAM_ID. This is picked up by Fastlane itself. Hope this helps.

My mistake was a typo in APPLE_ISSUER_ID

Everything works fine now

(same issue, resolved because I thought the issuer ID was the ID of the Apple Developer account, and it was not, the issuer ID has to be retrieved on the keys page)
