Creating the symlinks {data,meta}/debian-12.2.0-amd64-netinst.iso?%21 to debian-12.2.0-amd64-netinst.iso?! (in ~/.cache/httpdirfs/https%3A%2F%2Fcdimage.debian.org%2Fdebian-cd%2Fcurrent%2Famd64%2Fiso-cd%2Fdebian-12.2.0-amd64-netinst.iso%3F%2521/) works as a temporary fix in this example. Seems it names the cache file using the decoded form of the URL when creating it, but then tries to access it with the non-decoded form.

Thanks for the extra information. I think the cache system follows a different name decoding path. I will get this fixed eventually. I am just a bit occupied with my personal life recently.
