Figure out why Appveyor still can use old pip after upgrading pip about soupsieve

I suspect that tox might be finding an x86 version of the Python version when we want 64 or vice versa. I'm not sure how this is determined, but I think we should definitely investigate.

Now that I have some debug code in there, I can't get it to fail. This is going to be the death of me 💀 .

Upgrading virtualenv may have helped, I can't be sure, but I guess all you can do is wait till the issue resurfaces. Multiple attempts were tried to get appveyor to fail, but as it was always a random occurance to begin with 🤷‍♂️ . Closing this as it isn't really helpful to keep this issue open. If it occurs again, we'll attempt to plug it again.
