For anyone else having this problem, the solution is to add systemd.unified_cgroup_hierarchy=1 to your boot command line, instead of setting --cgroup-fs /sys/fs/cgroup/unified/
The reason is that if you have both cgroups 1 and 2 mounted at the same time, the controllers are not accessible under cgroups v2, see here: https://serverfault.com/a/931180

This probably means you cgroup delegation is not turned on. Can you try setting memory delegation [0] on user.slice and system.slice on and see if it fixes it?
