Looks like the specific change that introduced the issue is facebook/folly@dacf5bc
Where in introducing the ability to specify the C++ standard the default is changed. Though I am not yet sure why this causes an issue (unless of course, its just that we end up with Folly's compilation of GFlags one way and ours another, correction we don't build gflags) ... looking into it.
In the mean-time I have a fix, under test to set -DCXX_STD=gnu++14; when we compile Folly.
