Shepherd requests a Breed to add to their Herd about elewant

This needs discussion, because it should be broken up into multiple features.

The main feature being added is that Shepherds can select which ElePHPants they want to add to their Herd. It could very well be a property of a Herd, in which case the Herding model needs to evolve to include commands and events to make it possible.

Because this change would involve some filtering on a Herd, it is probably also a good idea to implement "#117 Add the concept of an ElePHPant Collection" first.

• add "want" list to the Herding model (this includes removing Breeds from the want list)
• create a user interface to add ElePHPants to this "wanted" list (think about good UX, like showing the Breeds that are not in the Herd first).
• create a place in the shepherd/admire page to show the wanted Breeds

As discussed with @jaspernbrouwer for the management UI:

On the /herd/tending page, we can use two separate "sections" to switch between add ElePHPants to your Herd and add ElePHPants to your wishlist.

A link could be placed next to the button to switch to the different section, with a scroll-to (just like on the homepage sections).
