I've split this issue into two tickets:
Most UI framework doesn't have separate effects for Offset, GaussianBlur and ColorMatrix. Instead they have direct drop shadow support. I think we need to recognize patterns used by SVG to imitate shadow and convert them to DropShadow effect. For example, we can provide effect from the description using following code:
node.effect = DropShadow(radius: 10, offset: Point(2, 2), color: Color.rgba(0, 0, 0, 0.6))
