I think this would make it impossible to always fetch the latest version of the fixtures.
In the CI you can access a specific version like so: https://github.com/ethereum/execution-spec-tests/releases/download/v[VERSION NUMBER]/fixtures.tar.gz
from execution-spec-tests.

We can get the latest release using the GitHub API without knowing the name from assets['browser_download_url'] within the json (or get the name of the downloads etc) here:
https://api.github.com/repos/ethereum/execution-spec-tests/releases/latest
I do think it would help to have the version, as I have occasionally used the incorrect (older) fixtures from time to time.
