Create repeatable CSV-> Draft XML -> Export CSV Files writeup/steps/doc about joint-military-symbology-xml

Noticed that the Land domain exports didn't get done when the land XML was - so I edited the issue a bit to clarify that we still want this doc (in a readme in the documentation folder of this repo) & to make sure this process is repeatable from end-end. @abouffard @joebayles we probably want to do this now while it is fresh in our minds how this was done. It doesn't need to be pretty - & just a rough/draft bulleted list (that gets enhanced later when more time) is fine - I just want to make sure we preserve all of those conversations somewhere permanently for the next potential stuckee.

Just a note this should be a . md doc (not a binary word doc) in this repo's documentation folder that captures these steps & preferably done now before they get forgotten.

When that is complete, assign to someone else (not me) to verify/review & that person can close this issue. Assigning to @joebayles (just noticed it never got assigned)

@csmoore the initial version is here. I will move it over. I think there is still some cleanup to do, but that's the first cut.

I guess we just need to determine how/if to verify/test - but I am impressed that this rather complex set of steps was all captured on one page.

Just skimming, there are a few missing links (like a "install from here" missing a link) so maybe for now, just to get this issue closed I will just give it a quick sanity review (since I think @abouffard has already done this). So assigning to me to do this review.

(Note: since 1st review @joebayles make sure you actually received the Github notifications for these, because we have had problems with people not getting these review notifications-either because their notifications were turned off or because they dumped Github emails into a folder using an outlook rule and never saw/addressed them)

Not sure what the status is, but minimally "INSTRUCTIONS.md" should be moved into the documentation folder

Closing this is fine (try to add a brief explanation/note to help clarify if you close something that hasn't gone through test/fix), just for tracking/historical purposes (in case this is ever needed again), here is what I think the final status of this one is:

1. XML to Export csv - works very well is very repeatable
2. Import csv to XML - this may not be as repeatable, but I don't think we've tested much/heavily (&we may not even need to do this again anyway) - we also had some doc fixes that never got completely incorporated: - but I believe most of those were just formatting/typos so not a biggie: ce928e9
