Create "Image file-Name-Category-Tags" export files from source data about joint-military-symbology-xml

As an example of the type of major issue we might track here, there was some prolonged discussion here about the ("4 center icons for 4 (or more) frames")[https://github.com//issues/16#issuecomment-40433920].

So for this export file, we need to ensure:

1. that each icon for each frame has an entry in this table
2. more importantly there there is a consistent and easy to interpret way of tagging/naming these different icons for each intended use
3. that an explicit step-by-step description exists for how one take an entry in this table, find the proper icon by its tags/name & can create one of these symbols using these particular icons

This one can be closed by anyone after it is verified that these produce mostly correct style files using the conversion process - assigning to @jrweakland to verify (he can reassign to others as desired). Please link to the generated styles in the comments when you close.
