Civilian frames need to be added to XML and image export about joint-military-symbology-xml

Looks like these civilian frames got added to the SVGs in August so it would be good if we could get these added to the exports in the next iteration

@lfunkhouser - you may to add an attribute for this now - it makes a really good use case for how an attribute is able to capture something that can't be obtained from the Symbol ID Code alone (at least I don't think you can get this from the SIDC?).

@csmoore :you are correct, you can't determine this from the SIDC. Same for the alternative mine warfare symbols, they also can't be determined by SIDC. Also, drawing symbols unfilled in their standard identity vector colors, for example.

The use of the civilian purple filled frame is optional, so it would have to be handled by another attribute or as a renderer property or something along those lines.

Civilian frames have been added to the repo with #143. These will be reflected in the next update of https://github.com/ArcGIS/military-features-pro-data. @lfunkhouser , please review and confirm civilian frames are visible in the sample output https://github.com/Esri/joint-military-symbology-xml/blob/master/samples/imagefile_name_category_tags/Military-All-Icons.csv
