World Mercator does not work with manual input for circle tool about distance-direction-addin-dotnet

As of now any manually entered/edited coordinate is handled using the IConvertNotation interface. I don't think it supports world mercator so we'll need to add this capability.

I cannot enter Web Mercator coordinates into Geodesy and Range - Circle - Center Point. Downloaded geodesy-and-range-addin-dotnet-dev today.

@pshowalter if your map is web mercator, it works. If we want web mercator to work when the map is GCS we need to assume a web mercator projection to project from. Any suggestions?

Originally @dhagens was using a web mercator map and used the map point tool to populate the center point, then proceeded to edit that point manually.

It works now with download from a few minutes ago. I was cutting and pasting from notepad. @dhagens can verify and close, as this is his issue.
