Documentation about esmvaltool

The required configuration for building the documentation in Read the Docs is already in place in the branch REFACTORING\backend. I made some tests and you can see it at http://esmvaltool.readthedocs.io/en/latest/

For now, it is in a semi-public state: it will not appear on searches but anyone with the link can see it.

Let me now who are going to be the mantainers and I will add them. I only need your Read the Docs usernames.

As I am currently responsible to coordinate the documentation transfer to sphinx, you can put me as a maintainer, but I think you should also add perhaps people from DLR. Best, Alex

yes, because I modified the process_ncl_docs.py and added a call to it in the conf.py, so it is impossible to create documentation based on an old version of the NCL files. By the way, I need your readthedocs username
