Add Library of Congress Name Authority File about webform_strawberryfield

@senyzspalding work has started in https://github.com/esmero/webform_strawberryfield/tree/ISSUE-29. Will let you know when ready, just some tiny setup options missing and we should be OK to have names but also any other LoC suggester API access via these elements.

Can a filter be done for the name file based on the concept field, we are thinking of having it split into the following categories

Corporate Name
Family Name
Name
Geographic
Personal Name

This is how we are invising the form for this type of data

@senyzspalding, if LoC provides individual endpoints in their API for each of those terms, then yes. I know geographic names, e.g is directly there so my new code allows that (you get a config field in the webform to select which /suggest API you want to access and its a free textfield so anything LoC provides can be accessed. Not sure about Last Name, versus Personal Name.
