ok, nevermind, turns out it is the default behavior of lsp-mode:
Real-time Diagnostics/linting (via builtin
flymakewhen Emacs > 26 orflycheck/lsp-ui)
lsp-prefer-flymake- If you prefer flycheck andlsp-ui-flycheckis available,(setq lsp-prefer-flymake nil). If set to:noneneither of two will be enabled.

For posterity:
lsp-prefer-flymakeseems to be deprecated and superseded bylsp-diagnostic-package, which is set to:autoby default. I think:automeans "pick flycheck if present and otherwise prefer flymake"- Installing flycheck-haskell solved this problem for me. (https://github.com/flycheck/flycheck-haskell)
