I think it is a matter of simply setting @recursive true here:

@josevalim sorry I am so late to respond on this. Yep, it appears that placing ex_doc as a dependency within one of the applications will now allow the mix docs command to generate documentation for each application within the umbrella.
I would assume that I should place the ex_doc dependency within the top level mix.exs file, though.
