This looks to be caused by a lack of using this portal: https://github.com/flatpak/xdg-desktop-portal/pull/222/files
It looks like its fixed in GTK 4, but it needs to be backported to GTK 3 for elementary OS to take advantage of it

Dragging and dropping files into Web, and choosing the file using the file picker should work as expected
So drag-n-drop of course doesn't work, but I have no problem with file picker. As a test I'm uploading some screenshot:
