Wireshark logs show that this seems to be an issue of the CoAP stack used, no retries are sent in case a request is left unanswered nor any timeout is emitted.

It's definitely a bug in the coap stack, see
coapjs/node-coap#202

I did that months ago, they seem not to be very interested in my PR. They ask for a way to test for this problem. I gave some input and but there was no reaction after that.
