Clean up CSS files about tomatocan

This can be closed, the SASS files are organized as follows:

• application.scss places itself and main.scss on top of every stylesheet.
• main.scss sets the load order for stylesheets, allowing variables.scss to override Bootstrap variables.
• The base folder contains styles that apply to every page; namely the header/footer, sitewide variables, and a globals.scss which has a few small rules to format sitewide containers.
• The Styles folder will change depending on how many pages we need to individually style; currently holds a Create Perks, Home, and a User Profile page. New stylesheets can be added here and should be the .scss extension instead of the default generated .css.scss.
