You shouldn't need to activate before authenticating with a phone call.

Phones only need activation if they're running Duo Mobile. However, our service assumes that land lines are never smartphones and so won't have the app installed. Thus, the Duo Admin Panel and Admin API currently only allow selecting smartphone platforms and activating on mobile phones.

If you need to use Duo Mobile with a land line, could you please go into a little more detail about your use case?

Hey Ben - thanks for the answer.

The client (mine and yours) is a large university in Evanston IL ;) They
want to support landline and smartphone. So I have the smartphone
registration part working great via the ADMIN API. My question is that when
I add the landline phone via the ADMIN API the phone is not activated - can
I even set the landline phone to active from the ADMIN API? (I could then
use a simple login authorization to verify it works for them)

I have a request into support also, but I thought someone might have an
answer on GIT since we are using the Python ADMIN API.

There's no separate activation step for landline phones like there is with Duo Mobile because the only authentication factor landlines support is Phone Call. Just send the phone a phone call with the Auth API or Web SDK and you should be good to go!
