I can't actually do anything to fix this, as seen here. If I come up with a solution I'll notify you here.

Couldn't you make it so if your going to teleport it dismounts the mob from you or you dismount the mob by force?

I would love to, but the Teleport Event doesn't actually fire if the player has a mount or is inside a vehicle (as seen by the link above).
There's currently an open PR that could fix this.

This is just going to have to wait until teleportation in Bukkit is readdressed.
