Actually this has to do with Disqus, not with what's in the theme code. The There are comments is temporary - it changes to There are 0 comments after a short time. It seems that there's a short (a few to 15 minutes in my experience) lag time on Disqus' end until a comment ID is recognized properly. In my experience, it shortens the lag time if you pull up the post that has the comment ID after first posting it.
