Create constant buffer views

Currently constant buffers are bound without their size is specified, this is unsafe and lead undefined behavior if there is a size mismatch between what shader waits and what we bind.
To solve this issue, constant buffers can be put in the descriptor table with the textures.

Need to have a variable for descriptor table indices, and for supporting multiple descriptor table indices.
Memory management issues with shader parameters
The parameters and descriptor ranges are put into maps and vector. There are unnecessary copies in the dynamic root signature class to use them. The memory should only present in one place probably in the shader class and all other dynamic root signatures can access and create signatures with them.
Support shader reflection detect variables with same name from pixel and vertex shaders
Currently, the variables for each shader is pointing another root parameter with visibility set to one shader only. The variables with same name and type can be detected and put into one root parameter/descriptor range.
