Right now, the easiest way would probably to make a simple Dockerfile similar to: (for de_DE.utf8, as an example)

FROM postgres:9.3
RUN localedef -i de_DE -c -f UTF-8 -A /usr/share/locale/locale.alias de_DE.UTF-8
ENV LANG de_DE.utf8

Hi,

Congrats on the quality of the image.
I was trying to make my own with centos because of specific locale needs.
Until I found the initdb is delayed until the 1st start with cmd "postgres" (which is default btw).

IMHO this use case deserves a section on How to extend this image.
