What steps will reproduce the problem?
1. Install a new haskell environment, containing the process-1.1.0.1 Haskell 
library
2. cabal install capri
3. Run `capri bootstrap` in a test project.


What is the expected output? What do you see instead?

Expected: A new project with a ".capri" directory set up.
