Shall this be checked for each "plan" call or is it better to call
GET http://:/proseo/planner/v0.1/processingfacilities/synchronize/
once after creation of facility?

Since the number processing facilities will be very limited at all times (a dozen different providers would already be a lot to manage!), and since planning does not occur very often (a few times per day perhaps), I think it would be OK to do it for each planning run individually.
