What X and Z coordinates did you set under settings of the map-item-tool? Are these coordinates close to where you put/opened the maps in your Minecraft world?

Even if i didnt set coordinates it would work in 1.11.2 but it doesnt let me do it in 1.12

sorry, I tested it and it works for me as expected. When I have coordinates that are near (within 200 blocks or so) the location in the map where the items are used, then it overwrites the map item with the terrain.
If I set the coordinates to 10,000 for example and use the map item around 0,0 (not necessarily the spawn of a random world) the image stays. This is in my test the same in 1.11 and 1.12.

If you provide me with precise information (coordinates in the settings, coordinates where you used the item in your minecraft world), I can more exactly try to reproduce what you are experiencing.
