What minecraft version are you using? Also: how are you importing the map.dat files?

Hey, so I'm having the same issue so I'm just going to answer the question.
I'm running PaperSpigot 1.13.2 and I'm putting the map.dat files into the data folder using ftp, it appears as though every time I try and load the map it just loads the area I'm standing in, even after setting the x & z coords extremely far from where I am ingame
from mc-map-item-tool.
