The current version of django-ses on PyPi includes the templates directory so I think this bug can be closed.

I also have this issue.
A very quicky and dirty fix for this is just to copy the template file from:
https://github.com/hmarr/django-ses/blob/master/django_ses/templates/django_ses/send_stats.html
into your own app's templates folder.
e.g.:
mkdir templates/django_ses/
touch templates/django_ses/send_stats.html
Then paste the code in there.
It's nasty, but it works
