I solve this problem. You just had to copy the files from C:\Users\user\OneDrive\Desktop\Custom-CSGO-HUD-master\public\files\cfg to this path E:\Steam\steamapps\common\Counter-Strike Global Offensive\game\csgo\cfg, and I copied them into this path. The mistake was that, i copied them into E:\Steam\userdata\1130545228\730\local\cfg, That's why the hud was static and didn't work. :)
