That’s necessary with dynamic content, so you get fresh content.
Hovering multiple times over the same link is not very frequent I think — I’d need data to see how frequent it is — so for now using caching in this situation isn’t planned, sorry.

It's possible to check the Cache-Control header HTTP header and let it decide isn't it?
Generally, if XHR doesn't cache it you probably shouldn't either and vice versa. Caching is built into the HTTP protocol.
