New description:

Reduces any series of underscore, dash, or period to a single character.

If a period is present, it takes precedence. Otherwise, dash takes precedence.

If a hash character is present at the start of the filename, it will be removed.

If, at the start of the detox process, an underscore was the first or last character of the filename, and it still is, it will be preserved.
