Configuration of CRS on REDFERN1 Fails with "[Errno 8] Exec format error" about ansible-ocm12c

When I run the following command as oracle on REDFERN1, I do not get any errors:

/opt/app/12.1.0/grid/cfgtoollogs/configToolAllCommands RESPONSE_FILE=/opt/app/grid/cfgrsp.properties

Log is uploaded as configure_tools_redfern1_20180512.log

The top answer says:

OSError: [Errno 8] Exec format error can happen if there is no shebang line at the top of the shell script and you are trying to execute the script directly. ...

Confirmed this as the contents of /opt/app/12.1.0/grid/cfgtoollogs/configToolAllCommands show:
