I can see the problem, but brown may not be the best solution. After a look at some examples from the ATKIS, I would recommend using a light grey for the polygon fillings and a little darker for the borders.

This was worst on zoom 14, because buildings are rendered completely black. On zoom 13 and 15 the texts are quite readable.
I changed the halo to 2 pixels with a opacity of 0.8. You will see the results, when we switch back to our main server in a few days.

With Mapnik 3.0 there will be the option to do halo-comp-op. This will be the solution. :-)

The problem of halo-comp-op is that it gets executed to the whole layers drawn before. Right now there is no way to define layer groups in order to execute the comp-op to a defined group. See mapnik/mapnik#2267 and https://github.com/mapnik/mapnik/wiki/Compositing
