Construct bar from configuration file about goi3bar

I was thinking of using hcl for parsing the configuration file.

This will allow users to either write json, or the much more readible hcl format (which is used within pretty much all of the hashicorp products).

Of course, we could make it simplier by not needing the user to worry about the differences between a generator and a producer, which would mean that the configuration file could look like
