Already preserving billNumber (quick and dirty fix)
I understand what billId is, but, I don't understand how may I get it based on a law URL (i.e.: http://www.cedom.gov.ar/es/legislacion/normas/leyes/ley1960.html)

Oh, I've found a bug, this is not working, I'll talk to Cristian to fix this

You may not: it's not possible to get the billId from a passed Bill. That's why we are not looking anymore at passed bills but to "Despachos" and "Proyectos de Ley" now.
