Userdists were being sampled with the DATASET.SIZE parameter, so if DATASET.SIZE * FRACTION * was larger than DATASET.SIZE, a call to zip() caused truncation and only updated DATASET.SIZE number of examples in the dataset.
The bug was resolved by determining the maximum possible size the Userdist would need to sample and using that value instead of DATASET.SIZE
