Doesn't work with recent version of pytorch-crf about deeppavlov

Before using the model from python, you still need to install all dependencies first, as described in the Command line interface (CLI) section in the readme. We will try to correct the readme to make this point more explicit.
To fix error, run

python -m deeppavlov install ner_collection3_bert

from CLI before running your python code.

Sorry @IgnatovFedor, maybe I overlooked it. But where has this been fixed? The README wasn't updated, at least.
