You can use Alexa App routines function to do this.
You can create 2 routines: 1 for "when Sonoff ON is happen", 1 for "when Sonoff OFF is happen" -> follow by Action: SmartHome -> control "Philips Hue bulb to ON or OFF".

Yes you can do probably and without using node red. If you want node red to add infinite possibilities with functions you need to set is as hub, Alexa will tell node red what to do and node red to other devices..
You can't use Alexa as hub.. I guess

Already tried With routine but there’s no sonoff device to choose in the “when” part. remember that I flashed the sonoff with tasmota so I lost the official compatibility through the ewelink skill/app

Yes, I just checked that Sonoff is not a support device to trigger in Alexa App.

May be this is off topic because @Zabov79 asking how to use Node-Red to control Echo plus -> Philips Hue bulb turns on , meanwhile, this node talks about how to use Amazon Echo to control the simulated Hue Hub.

There is no reasons to pretend this since the result will be the same if he drives the sonoff by node red instead Alexa.
With node red he can probably add more functionalities

@Zabov79 As far as I know, API of the Philips Hue hub included in Echo Plus cannot be accessed. So, another hub or Echo button instead of Sonoff might do the job.

Whithout the access to the Zigbee protocol API we must buy external hubs like the Philips Hue bridge or Ikea Tradfri Gateway. I found an article which explains how to create a hub with a RBPi3 and some other stuff you can buy online. It will be not elegant nor clean but it's much much cheaper than buying an official hub. I was really hoping to use the integrated Zigbee hub of the Echi Plus... :(

Well it consist in "building" a zigbee hub using a raspberry pi as base system with a CC2531 usb sniffer reprogrammed. There's a guide in Italian http://www.vincenzocaputo.com/picoblog/view/121/installazione_chiavetta_usb_zigbee_su_rpi is based on this wiki https://github.com/Koenkk/zigbee2mqtt. This should consent to use a raspberry pi with home assistant as Mqtt broker and zigbee hub at the same time, integrating the two protocols. I bought online the cc2531 and other stuff needed to flash it on aliexpress but its really really cheaper than buy a Philips Hue Bridge.
