This doesn't seem like a bug, Just overflow the precision of Decimal(69, 63), I think we just need change the panic to error prompt?

yes, we should return overflow error instead of panic.
for example

mysql> select CAST(17548423738721552635 AS uint8);
ERROR 1105 (HY000): BadArguments. Code: 1006, Text = error:
  --> SQL:1:13
  |
1 | select CAST(17548423738721552635 AS uint8)
  |             ^^^^^^^^^^^^^^^^^^^^ number overflowed while evaluating function `to_uint8(17548423738721552635)`
