There's a syntax error with active in the monitoring module.

active  = "${data.consul_keys.consul.var.live} == "blue" ? 1 : 0}"
# ^ Notice the consul_keys data is closed before `==` blue
# Should instead be:
active = "${data.consul_keys.consul.var.live == "blue" ? 1 : 0}"

With that fixed, I was unable to reproduce the behavior described in v0.10.7 with provider version 1.0.0.

For more info about 'silenced', see the docs. Setting silenced to 0 will mute the alarm forever. Setting it to 1 will mute it until POSIX timestamp 1 (in the past) and never really be muted.
