Upgrade to latest pkg:protobuf about bazel_worker

This now blocks rolling protobuf 0.9.0 into the Dart SDK.

Any way this can be solved without a change on the protobuf end?

Note that this will also block rolling protobuf internally. There isn't any simple solution I am aware of on the bazel_worker end of things to unblock this, nothing that compares at least in simplicity to restoring the public method in protobuf (it still exists, it's just private).

Actually - I take that back it looks like we might be able to use GeneratedMessage.writeToCodedBufferWriter, I will give that a try.

Ok, I remember now why that isn't a good solution. Since we need to lead with the size of the buffer we would end up having to serialize the buffer to bytes twice to do that, instead of just once with the existing approach.

Lied again! We should actually be able to do this efficiently still without to much extra code, by creating a new Uint8List out of the original buffer for the message and a new one that only contains the size delimiter. Or, at least I can see if that works as expected.
