Yes, actually this thing was worrying me too.
Why i put these scripts in __init.py__ in first place, is i wanted to change default django ModelAdmin behaviour, by reversing ModelAdmin.actions_on_top and setting globally limit_per_page.

So this was only place i could think of.
Maybe anyone knows better place were to put this code?

Some requirements:

  1. It should be executed once and only when admin app is starting
  2. It shouldn't require additional setup by user (which means no middle-wares)

Refactored config as you suggested - removed potentially risky code from __init__.py
However left VERSION in __init__.py, but now it is just a constant so it doesn't do any harm anymore,
Left it, so it is accessible for both setup.py and config.py modules
