fix message sent to admins

is 12pm on monday still considered the week before? why did it send the report for week 8 instead of 9?

fix the splice operator to get the correct list of people the message was sent to

@timofei7 any help on this one? looks like it's related to the mongo db. it's happened to jessie and danah. maybe this is first contact so they're not in the db yet? i slacked them asking for details of what happened.

removed sending qr codes

qr codes aren't sending to most people so i'm cancelling these for now

this is the scheduler we were using before, if we ever want to add it back

show hours when no hours

using the show hours command when the user is not in the 16s spreadsheet (i.e. hasn't put in hours this term) fails

breaks when sending hours request to bots
