Hmm, have to think about the best way to do this, obviously this works:

from oic.oic.consumer import Consumer

db = {}
config = {}
c = Consumer(db, config)
c.allow['issuer_mismatch'] = True
msg = c.provider_config('https://accounts.google.com')
msg.lax = True
print msg

Not coupling str to to_urlencoded() will have seriously impact on the code.
But as you imply it may not have to be a one-to-one mapping.

Changed how str works so you shouldn't have any problems with your script now.
