Runtime.evaluate does not handle complex html about chrome-remote-interface

That's because you forgot to quote ${body}. Even for <div>something</div>, if you use ES6 string interpolation like:

const body = `<div>something</div>`;
// [...]
{
     'expression': `document.getElementsByTagName('html')[0].innerHTML = ${body}`
}

This translates to:

`document.getElementsByTagName('html')[0].innerHTML = <div>something</div>`

And hence:

'SyntaxError: Unexpected token <'

Instead, it should be:

`document.getElementsByTagName('html')[0].innerHTML = \`${body}\``

Provided that body does not contain `.

Your version fails silently because the proper error handling (according to Runtime.evaluate) should be:

    'expression': '...'
}, function (error, response) {
    if (error) {
        console.error('Protocol error:', response);
    } else if (response.wasThrown) {
        console.error('Evaluation error', response);
    } else {
        console.log('Outcome', response);
    }
});
